The Competition, organized by the Habitat Foundation of Colombia, the Ibero-American and Caribbean Forum on Best Practices (The Forum), and, for 2005, Medellín City Hall, promotes the effective transfer of Best Practices for the improvement of living conditions in urban areas of the Latin-American and Caribbean Region .

According to the United Nations, Best Practices are contributions which have a positive and tangible impact on people's quality of life, are the result of effective partnerships between the public, private, and civic sectors of society, and are socially, culturally, economically, and environmentally sustainable.
