Best Practices Program and Local Leadership (BLP) of UN-HABITAT

Approved in 1996 Habitat Agenda, United Nations Human Settlements Center (UNCHS) created the following year the Best Practices Program and Local Leadership, formed by a global network of partners , that until the date has documented more than 2.200 goods and best practices around 140 countries. All of them had competed for Dubai International Award which reward best practices to Improve the Living Environment, and can be consulted in this web side: www.bestpractices.org

The General Assembly Special Session of the United Nations established a thematic committee for an overall review and appraisal of the implementation of the Habitat Agenda. Were presented 16 examples of best practices, easier process policies, proved legislation and action plans in Accommodation and Services field; Environmental Management; Urban Government; and poverty eradication.

This thematic committee contribution to the fundamental debate and to the information exchange led the Special Session to approve the 63 paragraph of its final declaration, in which says: “one more target is translate the Best Practices in policies and allow its reproduction. In this respect, the international community should guarantee effective Best Practices and proved policies presentation and broadcasting”.

This Declaration was subsequently complemented by an Experts Group creating document and broadcast frame for urban Best Practices learned lessons and easier policies and then promote the expertise and experience exchange, its means, to support the Habitat Agenda starting on.

Information Management

Given that the urban poverty can't be effectively treated until their extension and detail be largely known and attended in whole its dynamic, was created in UN-Habitat the Scanning and Researching Division (SRD) to pick up, organize, analyze and disseminate information about all problems in all levels that can affect the urban poverty and hovels situation. So, UN-Habitat turns on an international recognized center for share and develop knowledge, linking a huge variety of competent allied institutions through an agreement net.

Actually it has a big actualized collection of innovative experiences in urban poverty alleviation, environment management and gender. The evaluation criteria are severe and an external jury checks all nominated cases to include them in the Best Practices data base, which now contains more than 2.200 Best Practices. These are chosen, analyzed, as learned lesson, organized as study cases and guides, and introduced to another countries, cities o communities through a slowly learning and city to city transferences. Actually the Program is centered in Best Practices linked with urban poverty alleviation, refuge and human settlement sustainable develop.
